Grassroots Digital Governance
Himachal Pradesh

Delivered a session on "Digital Governance at the Grassroots" for government officials and computer operators in Himachal Pradesh, focusing on the practical dimensions of data governance, DPDP Act compliance, and responsible AI practices. The session was designed to reach frontline government functionaries who manage citizen data in their daily operations.
The training covered data protection principles under the DPDP Act, including consent management, data minimisation, purpose limitation, and security safeguards. Practical guidance was provided on implementing these principles in the context of rural governance, where digital infrastructure and technical capacity may be limited. The session also addressed the responsible use of AI tools in citizen-facing services.
Reaching frontline government functionaries with data governance training is essential to building a culture of data protection across all levels of administration. Grassroots workers who understand their data protection responsibilities are better equipped to safeguard citizen privacy and maintain trust in government digital services.
